Do you have any of the exact birth dates? The Washington State Births 1891 - 1907 database includes at least nine births for Millers in Spokane in 1906 and 1907 without information on names of parents. My last thought is that perhaps Minnie gave birth to the children in another location; in my own family at that time, my grandmother traveled to give birth in the town where her parents lived.
