Cecile, My Charles Bailey born in DC and Catherine Cross born in VA were married in Alexandria, VA, in 1915 but lived in DC. In the event you haven't checked yet, the Library of VA has Marriages of Alexandria City 1870-1924 on microfilm reel 55 that's available through interlibrary loan. I believe an index is available.
