I too am having trouble finding where on the 1930 census my ancestors are located. My cousin gave me some sound advice that may also help you - he said what he does is - go to MapQuest at http://www.mapquest.com/ and enter that address that you are searching for (you have to include Washington as the city - state DC) then either make a copy of the map or jot down the streets and landmarks in the area and use the additional information to try to match the description included with the enumeration districts. If you find an enumeration district that matches at least part of the area description you can begin searching - it may take a few tries before locating the right one but it at least narrows the search field.
