Thank you, Emaress and Marge, for replying to my inquiry. With the info you gave me, I was able to find out quite a bit about the DC Workhouse. It was designed to house prisoners who had not been convicted of violent crimes (for example, in some cases they were convicted of not supporting children under age 14), and were to serve short sentences. Prisoners were to be rehabilitated in part by working on an industrial farm developed by the prison complex. Thank you again.
