Having worked in the copyright office many years ago, I am aware that a copyright must be assigned to a holder - or the one who has applied for that copyright - some really strange ones came in like the guy that applied for a copyright for the label to his bottle of atomic hot sauce - that has run out by now since that was back in the early 1950's. Seems to me that if the copyright has a date that has run out there should be problem. The Library of Congress keeps catalogs of everything - for foreign and domestic. If you have the name of a document - write to them asking if it truly is copyrighted and the date.
