Chelan County did not exist until the 1900 enumeration. The 1890 enumeration is permanently lost for over 99% of the entire nation, including all of Washington. In 1870 what is now Whitman was in Stevens County, and there would have been a small white population enumerated, but none in that year in what eventually became Chelan. So in the federal census you may have some luck checking 1870 Stevens County.
