Births, Marriages, Deaths are often reported in newspapers. Since there isn't any for the time period in Cowlitz Co. I would look in Lewis Co. or Clark Co. newspapers because some newspaper was probably reporting the news for Cowlitz Co. Births were not recorded on the county level until about 1891 and about 1907 on the state level. Roger H. To answer your question, if you tried the county records and the State of Washington Vital records without success, then you must recheck your information. Was she definately born as Louise Hall, and not under the maiden name of her mother? Or under another name and later adopted? Was she definately born in Kelso, WA, and not another location? Did you look for her parents in the 1880 census and find them in WA? (I know 1880 to 1886 is a long time to be able to move; but if both parents were in WA then, they probably were in 1886). Finally, if all of your facts are proven, then you have a very high chance that she was born and not recorded. Was she born at a hospital or out on the farm? If the county and state records aren't there, there 'may' be a record of it in the newspaper; but I doubt it. Also, check with the county to see if records could have been lost due to fire or other disasters. Good luck. Ron Bestrom

A couple of tidbits... The Kelso area didn't have a newspaper that early. There was no hospital. (And Longview wasn't built until 1923 so checking there would be fruitless.) You may want to join the Cowlitz County list (WACOWLIT-L) and post your inquiry there as well. Quite a few active and knowledgeable folks are on the list, plus the area has a strong genealogy society. shirley :) PS - If you can't find anything after checking every avenue, it's possible the birth wasn't recorded. But, between the Washington Department of Corrections, and the Federal Bureau of Prisons, they should give you information on where to contact. The Federal Bureau may give you a file code for the National Archives. But, to obtain those records there may be search and copy fees.

The Washington STATE Archives may not have those old records. If you find that to be the case, you will need to pursue obtaining through the federal prison system.

You can contact their public disclosure office via email at "kwilson-kirby@doc1.wa.gov" I would suggest that you provide as much information as you can about Mr. Spencer. The email that you posted last about him would be acceptable, unless you have more information about him or his criminal activity. If he was 56 at death in 1983, he would have been born circa 1927. If he was 17 years at the time of arrest, that would have been around 1944. In that year, the United States was at War, World War 2. If he had committed only felony thefts, such as horses, the court system could have allowed him to enlist in the military. Also, I find it difficult to believe that a person that would have been incarcerated for a felony conviction would be a policeman later in life.

He was about 19 at that time. I am not sure just what the charge was. I have been told differnt things, That he stold horses, that he stold saddles, that he bought a stolen horse. There has been so many stories. All I know is he was in jail or prison for about 18 mouths, in McNeil Island, Washington. and that he was aloud to go to grandma's furnal, she died May 27 1946, I have his (ssn) that was esued in Washington and a letter from my grandmother to him while he was there. It is stamped CENSORED and BY (P.) and there is a number on it I belive it is an inmate number (12453.) I was told he was about 17? when he went in and 19? when he got out. My dad became a policeman when I was about 3 years old dad passed away in 1983 he was 56 yeas old. ( IT IS VERY IMPORTENT ) If anyone can help me with this it would be Greatly Appreciated. If it was a misdemeanor having less than a year imprisonment, there may not be a record. If, for example he/she was imprisoned for public intoxication, there may be a record at a County level, or not. If he was sentenced in Washington State District Courts, there may be a record in WA State Archives. If he was sentenced for a federal crime and served in a federal prison facility, the records would be in a Federal Agency. What do you know about the sentence? Do you know where they served their sentence? If it was of a major crime, there may be court records in archives. This would tell you the full story of the sentence. Also, where is who. If the person is still living, you might not be able to access the information from the State or Federal Government, if the information is frozen. This is extremely rare but does occur. Unless the information it is public record...which it probably is. You also speak of "very important". This is interesting to me as to speak of importance of a prison term of 55-65 years ago. Unless, for example, the subject was alleged to be the father of a child but was in prison at the time of conception? Give some "hypothetical" facts and that may help send you to an agency.
