In 1901 it was a private house, inhabited by the parish clerk of St Mary's Church (which is of course is in Church St). From memory I would say there are no large buildings in that street that could have been an institution and that the houses are rather homogeneous. You could take a look at the satellite view on Google to see what it looks like now.
