This comment has made me smile...the local authority sees opportunity to 'regulate' a service so that it can charge for the licence!! Or am I just too cynical...? However, licensing will mean records of the licences, if they have survived! I tried the Warwick RO on-line catalogue with various combinations of bath/chair/licence but nothing obvious popped up.
