I'd contact the cemetery to make sure he is actually there and this is not a cenotaph. I checked the recorded documents in the King County Auditor records, however there were far to many Robert L. Davis to find a correct one. There were no recorded documents in the 2004 time frame indicating a document concerning a transfer of property due to a deceased person. The "correct" person may not have owned property or had reason to record a document. There was a March 30, 2004, Power-of-Attorney from Robert L. Davis to a Nanci L. Davis. There were no documents in the name of Lucille Davis that a connection. the King County Superior Court does have a Probate case, #04-4-01888-6, initial Petition filed on 04/12/2004, involving a Robert L. Davis. The online docket does not identify enough criteria information to determine if this is or is not the correct person. However, due to the name, the date of Petition, I would suspect this was the correct person. There were searches for heirs and possibly responding persons. There is one name identified, Andrew Carrigan. He could be an heir, or an administrator for the court, which I believe to be the case. If interested, I would suggest obtaining a copy of the Probate record. HOWEVER, do not request a copy of the ENTIRE case record as that would cost quite a bit. I would first attempt to determine if this is the "correct" person. This could be done by obtaining/review of just the initial "Petition For Solvency" http://www.kingcounty.gov/courts/Clerk/Records.aspx I would also suggest contact of the Mendocino County Recorder: http://www.co.mendocino.ca.us/acr/ Just because someone "dies" in a location, does not mean they had lived there, or lived there for any certain period of time. A lack of an obit "sometimes" means the person did not live in the area, or did not have enough family or friends to pay for one. The fact his body was moved to Mendocino County might have implications. This county does not have recorded documents or property data online. King COunty Death Certificates: http://www.kingcounty.gov/healthservices/health/vitalstats/death.aspx I don't usually recommend obtaining these, but in this case it might answer questions. I'd also request a transfer permit (allowed the transfer of remains to California). I would also contact the Health and Human Services Agency in Mendocino County. They issue Burial Permits... http://www.co.mendocino.ca.us/hhsa/ The burial permit might identify family, it might identify the name of the funeral home handling the services (which may have records). To issue a burial permit, they would need the original death certificate and a transfer permit from King County to Mendocino County.
