He was fitted for college at fifteen, entered Dartmouth College in the spring of 1859, was graduated in class of 1862. At the annual sessions of the Vermont Legislature in 1861 and 1862, he ws employed by Hon. E.P. Walton to report proceedings and debates of the Stae Senate for Walton's Daily Jounral. He went to Boston, Mass., in 1862, and took up the business of stenographic reporting of judicial and legislative proceedings, with occasional special work for the daily press, and became a competent and successful short-hand writer, at a time when full and accurate court reporting by short-hand was kardley known or even thought of outside of difficult and technical patent litigation and law cases involving large issues or property rights. Mr. Pember was reporter of the New Hampshire House of Representatives for the combined local daily press in 1864, and one of the offical corps of reporters of the Illinois Legislature in 1869, one of teh five offical steno-graphers of the Republican National Convention which nominated General Grant at Chicago in 1868. During ten years, from 1862 to 1872, in exacting and responsible labor in a great number of improtant cases and court hearings throughout New England and in New York and Chicago courts, as well as in political campaigns and special public gatherings, he was necessarily brought in contact with many public and prominent men in their active life and work. Happening to be called by Hon. James Barrett in 1870 to the reporting of several of his terms of court in Windham and Windsor counties in Vermont, and afterward to other counties in Vermont, and afterward to other counties, he brought his family to permanently reside in his native State, where he lived for a few years at the old homestead in Randolph, and from there removed to Woodstock in 1878. He has served as official reporter in the county courts of nearly all the larger counties of Vermont and New Hampshire. He preserved volumes of court minutes pile up fifteen or sixteen feet high, and he must have travelled with his pen pretty much around the State. In 1885, he was appointed County Clerk in Windsor county, and has since continued in that office.
