Dear Dorrie: That information is in the Appendix to Deming's Vermont Officers, published by the author in Middlebury: 1851. on page 200: "The first for choice of town officers on record was held March 2, 1778, when ...........John Gibbs, Phinehas Smith, Samuel Murdock, Elihu Bascomb, and Eleazer Goodman, were chosen a "Committee of Safety." If the original town meeting records are extant, you might be able to obtain a copy of the above by contacting the Wilmington town clerk's office.
