As of November 10, they were 90 short. If they didn't make the quota by January 5, 1864, the quota would be upped by another 215 men, for a total quota of 340 men. To avoid this, Rutland voted to offer local men a $500 bounty and men from other towns a $200 bounty to enlist at Rutland and fill the Rutland quota. Henry Hinckley of Rutland was the first $500 man to volunteer. My note: Henry Hinckley had already served and been mustered out earlier in 1863. This was his second enlistment. I do not have a list of the other "$500 men" or of those who came from elsewhere and sought the $200 bounties.
