The ship probably arrived in Montreal, Quebec (big port there). But the document is labeled "Border Crossings: From Canada to U.S." so I believe the Port of Arrival refers to the location where they entered the U.S. That makes sense because if you're coming to the U.S. from Montreal, that is one of the most likely ports of entry and it's less than an hour away.
