Vicki, On the 1850 census in Derby, Orleans, VT, there was a Jacob Chase living next to a John Bullock. This Bullock household included Phebe, 10, and Sarah, 14. Unless you have already eliminated this Sarah, you might want to look at Derby marriage records. Brides usually married in their home towns, and marriage records often contain parents' names. Per the FamilySearch pilot website, there was a Phoebe Chase who was born 06 Apr 1862 in Wheelock Twp., Caledonia, VT. Good luck to you!
