Hi Tom Yes, St. Albans Vermont is in Franklin County and is the County seat. I live 20 miles from St.A. Canandauiga is not in Vt, but is a town in the Finger Lakes Region of New York. The term "sufferer" is new to me--never heard of it. Hope this helps some. The name Prouty is big in Vermont. Lived mostly in the Newport area of Orleans County. Sen Prouty represented Vermont in the US Senate in the 1960's.
