I suggest that you contact the Vermont Adoption Registry, 103 Main Street, Waterbury, VT 05671-2401; telephone 802-241-2122. I believe there is a website, but the brochure I have is from 1998 and does not show that. Here is a section from that brochure. Who can request non-identifying information? Adult or emancipated adoptees; Adoptive parents or the adoptee's legal guardian; The descendant of an adoptee who is deceased; Birthparents; Birth grandparents; Birth siblings (half or whole). As theclown says, give what information you know about your grandfather and about the Howard family that adopted him. There used to be many Howard/Hayward families in the Townshend area of Windham County. Someone will be able to help you, I feel sure.
