I've already tried doing a search for FORTIN families in the 1930 Census and found none in Windham County; they all appear to be in or right around Burlington. It might have been a case of a long-distance adoption, or perhaps he even was originally from New Hampshire or Massachusetts due to proximity. Maybe I will try searching through those next, however.
