Hi Seeking info on my great grandfather, Edgar Healey Rowe, who was born in Westmoreland County. I called the State Archives phone #(804-493-0108) as listed on the Westmoreland Co page on RootsWeb, and they told me they didn't carry birth certificates. They gave me another number for Vital Statistics-804-786-6228-but it was disconnected. Can someone point me in the right direction to get his birth certificate? Thanks Patti
