Having a Jr. and Sr. isn't that uncommon either. Also it isn't unlikely to have had a child at 15 then. I would say it is very unlikly though for Jacob Sr. to have had a child at 7 years of age and that is how old he'd have been to be the father of the Jacob Jr. in your census records.
