The first thing to do is go to the courthouse and look at deeds. It may take some looking to see if the cemetery was deeded separately from the land. I recently went through this experience and had to hire an attorney to find what I needed. This was after a day spent at the courthouse. Attorneys do not come cheap. Perhaps you can get an attorney friend to volunteer services? Perhaps a note to Mr. Finny asking his permission to clear the cemetery and repair the fence would be a good start.
