    2. Eugene I can answer part of your question. I know nothing about a collection of tax papers in Richmond. I am the person who prepared the Tax Records- Cline 1782-1820. The data that is embodied in the report that is posted in the Shenandoah County Website was taken from microfilm rolls that I got from the Morman Church records titled "Personal Property Tax Records." My quest was to list every person named Cline/Kline who lived in Shenandoah County during the years 1782 and 1820. In doing so, I garnered a large amount of information on my family. One important part of those early records that is not well known, except for those who have studied them, is that in the years between 1786 and 1796 the tax rolls listed not only the head of household but also listed by name all other white souls living in that household. Its too bad that this practice was discontinued in 1796, since it was an invaluable source of genealogical records not found elswhere. From this tax study I was able to connect my ancestor John Cline with Michael Cline and through the data involved in this tax study I was able to make a positive connection between Michael and his son George Cline through the tax records in the years 1817 and 1818. Then by tracing descendants of this line and having DNA tests done I was able to establish that John Cline and Michael Cline were brothers. This all came about by hours spent these two microfilm rolls from the Morman Church. I hope this explanation of my part in a study of tax records is of help to you. Glenn Cline
