What the bond's "obligation" is not an intent to marry. It is meant to assure that there is no legal reason why the marriage should not take place. The most common of these were that both parties were of legal age, that neither were married and that the were not too closely related (per laws of the church or state). The bondsman was not necessarily the father of either the bride or groom. But if David was actually born in 1802, then he was not yet of age. Therefore there needed to be some sort of consent furnished by a parent. Perhaps signed the bond was that consent. If you sent for the marriage record, did you ask for or get all the papers associated with the record. There is often consent slips. I don't know where the marriage bonds are now kept in Shenandoah County, but many years ago they were filed in little file drawers in the clerk's office in Woodstock.
