Julie, As far as I know Daniel Bly did transcribe all of the minute books. I looked too but did not find him. I did find several references to Blackwoods in the Judiciary Report for 9 June 1800 - 8 March 1802. Monday, 9 June 1800 Those Present: Abraham Bird, Michael Speigle, George Fravel, Donick Pennybaker On Petition of George Oakly and others. ORDERED that John Blackwood and James Blackwood, William Thomas and William Lawrence or any three of them to clear the ground for a road from Thomas Sansberry's Mill (my best interpretation) to the road leading by John Harnsbaugh's Mill to Front Royal and make report and all. No mention of a William J. Blackwood anywhere in any of the pages with references to Blackwood but since his middle initial is a J. it could be that he could be one of the above John or James Blackwood.
