    2. First of all, Miriam, there was no Shenandoah Co. in 1700. The area that is now Shenandoah was part of Spotsylvania from 1720 to 1734. AFter that it was a part of Orange Co. The part of Orange west of the Blue Ridge later was cut off and became Augusta and Frederick counties in the 1740s and in 1753 the area that became Shenandoah was wholly in old Frederick county. Shenandoah Co. itself was established in 1772. There was no federal census before 1790. What you are thinking of are tax records. A list of tax payers is available for 1783 and another for 1785.
