Pleckard started the program to eliminate every race in Virginia except white and was particially successful, they began listing everyone's race on birth certificates as black or white. In a letter from Pleckard to Mrs. John Trotwood Moore,(Tn.,State Librarian) dated August 20, 1944. Pleckard did not like the answer he got from Mrs Moore on who the Melungeons were, she told him "that satisfactory certain evidence was that these people were of Phoenicians descent from ancient Carthage". Pleckard's response was " "If you go back to the destruction of Carthage in 146 BC, or the destruction of Pompey in 64 B.C. you will see that the fraction is 1% of Phoenician blood would reach astronomical preparations and be totally lost in the various admixtures of North Africans".
