Author: my440sixpack Surnames: Classification: queries Message Board URL: http://boards.rootsweb.com/localities.northam.usa.states.virginia.counties.russell/7517/mb.ashx Message Board Post: Russell Folder 8 To the Honorable Speaker and House of Delegates James Osborne Lieutenant of the Militia of the County of Russell On behalf of himself and Detachments of Militia who served under him when said county was actually invaded by the Indians, and the persons who furnished them with rations, beg leave humbly to represent That your petitioners was called forth under the Invasion Law upon Indian eruptions of the Enemy on this Frontier in the years 1790 and 1791, and served with zeal and fidelity, the number of days respectively annexed to their names in the pay rolls hereunto annexed, and to which your petitioners beg leave to refer. Your petitioners further represent that after the performance of the services, they made application through their representatives to the Executive to direct a liquidation and payment of their claims, but have been referred by that Department to the General Government for a settlement of their accounts whereby they have been rejected, because, as the officers of the United States say, that the Detachments were not duly mustered on their entering into and discharge from service. This your petitioners to be leave to say was altogether impracticable from their peculiar situation being called suddenly from an extensive Frontier, and on sudden and unexpected attack of the Enemy, & discharged at different times and places. Add to this, they can with great truth say, that they never understood, nor do they believe any muster master was appointed to perform the duty by the General Government in the southwestern territory.
