It appears that he had applied the year before & his app had been returned, He entered service in Bedford Co VA & on one tour was a substitute for his brother Samuel. In 1833 Frances Mobley of Washington Co made statement for him & said she was his sister, and she was 67. Also in 1833 Elizabeth Mobley (age75) made statement & said she had been a neighbor & had heard his parents say he was in service when she was a little girl. She also said he had moved to Washington Co before the close of the war. In 1854 his daughter Rachel Woodward also applied for anything that might have been due. John Moffett, James Fitchpatrick, & Thomas Davenport, neighbors of Jacob, also made statements for him. This application is indexed as "Jacob Woodard" at Footnote.
