I don't know about your Henry Waggoner family, but if I were you I might research the Waggoner family around Tazewell Co., Virginia, adjacent to Russell Co. The original Adam Waggoner was on New River by the 1760s - not far from Russell and Tazewell Counties - which might just possibly indicate he could be a relative of your Henry Waggoner - perhaps a brother???
