At one time the Henrico courthouse was in downtown Richmond - that is no longer true - they built a new building on Parham Rd and it's been out of the city for about 20 years or more. Richmond is not the county seat - in fact Henrico really does not have one! Most counties have a town that serves as the county seat - E.G. Ashland is the county seat of Hanover County - Henrico does not.
