Kristina, Actually, Richmond is a separate city and is not in Henrico County; it is just considered an "independent" city. The counties of Henrico, Hanover and Chesterfield surround the city of Richmond. Each have the own government, law enforcement agencies and court system. I'm not sure about your other question (Powhite, Midlothian, Chippenham being referred to as communities). Midlothian actually is a small "community" but Powhite and Chippenham are Parkways....(well, Chippenham is also a hospital here, or at least that's the old name of it). I guess one could say that sometimes the traffic is so bad on one or the other (Powhite or Chippenham Parkways) that you feel like you live there. BUT, I know it is nothing compared to many areas.
