Prior to the mid 1970's, the county seat of Henrico County (location of county government) was within the City of Richmond. In the 1970's, the county began relocating all county operations (courts, jail, and administrative offices) to a site at the intersection of Parham and Hungary Spring Roads in the northwestern portion of the county. When this move was completed, the county sold all the buildings (including the old county courthouse) and land it owned within the city. I should point out that the mailing address of the county facilities in western Henrico is Richmond, as is much of Henrico County. Three of these include Albemarle County (City of Charlottesville), Augusta County (City of Staunton) and Rockingham County (City of Harrisonburg).
