None of the independent Virginia cities are in any county - and that includes the City of Richmond. It is not, nor has it ever been, in Henrico County. The same goes for the City of Virginia Beach - it is not in Princess Anne County. In fact, it's quite the opposite - Princess Anne County was annexed by the independent City of Virginia Beach and no longer exists. I'm not sure what you mean by refering to Powhite, Chippenham and Midlothain as though they are communities. Midlothian is an area though on the southside. According to the Virginia Road Atlas, Richmond is the county seat of Henrico County.
