Are you sure you are looking in the right place? There is no (nor has there ever been) a St George County in Virginia. Fredericksburg was formed from Spottsylvania County and is now an independent city - ie, not a part of any county. According to my book, Virginia Genealogical Research by George K. Schweitzer, Fredericksburg was formed in 1879 but it also says that recrods exist for Fredericksburg going back to the 1700s, so apparantly they were keeping separate records long before the city was formed.
