Has anyone suggested to the Virginia Genealogical Society that they might be able to help with this project? If some of you who are interested in the product volunteered the labor maybe the VGS could by the horse that you could ride in on and the cemetery people would listen to that org or the Virginia Historical Society. May I suggest you go to the "officers of the order" page, pick one or more of the officers, and send him/them a letter citing your qualifications and wish to be nominated to be a member. Do not know if they are more helpful now than when I went there. I was told that the records were to fragile and no one could handle them and they would not look up info.
