I asked the vendor the same question. Their reply: --------------------- Hi Paul, Generally, after 1786, most counties were divided into 2 districts. Some physical feature was used as the dividing line like a creek or river. And like all "rules" there are exceptions to this rule. Small counties may only have 1 list. Big counties may have 3 lists.
