    3. Norma and list, This is correct. If the proper time has not passed, you must be a direct descendent of the person according to what I understand. The same is more or less true for some federal data. My understanding is that federal documents of personal nature are sealed for about 70 years. I had some difficulties getting my Father and Mother's government employment records. I had to prove my relationship and prove they were dead. Go figure on that last one! I wrote to Congressman Tom Davis who apparently lit a fire under the records holders and I received them in about two weeks.
