If you go to the marriage license site at http://www.co.prince-william.va.us/ccourt/publics.htm#marriage, it will tell you there's a list of marriage celebrants t the office of the Clerk of the Circuit Court. This doesn't sound too promising, but my second link below does offer considerable promise. Please let me know if this works.
