    3. According to the Prince William Government page on birth records at http://www.co.prince-william.va.us/health/newpage7.htm, you need to contact the Va. Bureau of Vital Statistics at http://www.vdh.state.va.us/misc/f_08.htm If you click on Forms at http://www.vdh.state.va.us/misc/vtlapp.htm, you can download a Application for Certification of a Vital Record. Also, check the Virginia State Library site at http://www.lva.lib.va.us/ Look at http://www.lva.lib.va.us/pubserv/genie.htm which is the Genealogical Research site at the library. Unfortunately, I'm not sure there's any really good on-line information about Richard Bruce Hynson, but you can work your way around the Prince William and Va. State Library systems.
