HI: I googled this phrase and haven't quite gotten an explanation. But -- I think if you add commas around the Indian part, and add a couple of words, I suggest you can see that would include a separate group of people to be counted, as in: "all other persons, except Indians, [who were] not taxed". I know someone will jump in with a better explanation -- at least I hope so. Kberry
