Consider the possibility that Lucy Martin died circa 1902 and John married again 1900-1902 to another Lucy. However, in the 1900 census John W. Fulcher is listed as widowed. The same already-born children are listed and the age matches up, so I'm somewhat convinced it's not a different John W.
