Hi Susan, In 1920..Portsmouth was in Norfolk county, VA..but it was it's own city..it was the county seat of Portsmouth in those years...but it was still a part of Norfolk county, if you are looking for information for that year..you need to check the city of Portsmouth..after a time (please check the Norfolk county evolution..cause I can't remember the dates here)..the city of Chesapeake took over part of the city of Portsmouth and also the city of Norfolk VA..the city of Chesapeake came in and took the records from both cities, and now the city of Chesapeake has certain records..the city of Portsmouth has certain records(not many)..and the city of Norfolk has certain records..(should mention that also Princess Anne county was a part of Norfolk county at one time..then Princess Ann county became what is now the city of Virginia Beach...also originally there was Elizabeth city county that was the first settled part of Norfolk county..and now those records are in the city of Hampton, VA).. I know this is confusing! I have lived here for 50 years and am just now learning about the county split ups..=) In other words, if you are looking for someone who lived in a certain section of Norfolk VA say, back in 1870..well you have to know "exactly where they lived..with an old city of Norfolk VA city directory..that and the help of the man at the Kirn Memorial Library named Robert Kinney.." because even if your ancestor was living in a part of Norfolk where the convention center is located "now" (called Scope..)..then you have to go to Chesapeake city now for "those" records.
