I'm not sure how this works, but if a printing company prints this book, then don't they have a copyright for the next ? years. I think since the book is only 500+ pages long, why couldn't it be copied and put on line at Louisa County site. We would not have to have permission to do this, since the copyright has run out. I would be willing to copy at least 100 pages myself -- if someone would send me the book to copy -- and I'll be there would be five others -- or ten that would copy 50 - 100 pages and then it would be there free for all to look up.
