That is usually taken to mean someone who is running an establishment of rental property, such as a rooming house, etc. >> Ruby - I agree - I've searched census records in many VA counties and several states and I've never seen this before - I noticed the "landlady" designation too and it also didn't appear that he put the head of household at the beginning of each household either - most census takers started with the head, then took the wife, then children, then any boarders or servants.
