The Richmond Times Dispatch has recently had some articles on possible reparations to families of some of the girls that were sterilized. I was not aware of any individual "stealing" the girls or whatever, but I would suspect if you go to The Washington Post website, or the Richmond Times Dispatch website and do a search for articles on sterile or sterilization you might be able to read some of what has recently come to light. I grew up believing that this only happened to those who were incarcerated at the Staunton facility for mentally impaired persons - both males and females, but perhaps I misunderstood all of the ramifications involved. I have never seen anything about it in my family research, nor known anyone personally involved.
