There may have been a Loudoun Times Mirror around that time frame, and I wonder ifyou have checked out the Historical Newspaper link that is found on the Fairfax Co USGenWeb page. For 1903 there is a Grubb but that is not yours, but none found for 1909. But some of those newspapers reported Loudoun happenings. Good luck.
