You might be thinking of Torrence's Virginia Wills & Administrations Before 1800. The author identified many, but not all of the recorded wills in counties that were established and functioning prior to 1800. Some of the wills Torrence missed are posted on the Library of Virginia's web-site (and maybe the entire book is on-line now). Any of the libraries in California with genealogical collections should have a copy of this book. For information post 1800, the Virginia Genealogical Society is sponsoring the publication of Index to Virginia Estates, 1800-1865. This is a much more comprehensive series, identifying all documents that were recorded in will books. Loudoun just happens to be covered in the first volume, which also includes Arlington/Alexandria, Fairfax, Fauquier, King George, Prince William, and Stafford counties. And last, but not least, when the information you need is not found in Loudoun, remember to search in neighboring counties, and across the Potomac River in Maryland.
