Jefferson was never part of Loudoun. It was created in 1801 from Berkeley County. Neither was Hampshire County part of Loudoun. The mother county of Berkeley (and therefore, Jefferson) and Hampshire, and several other western counties was Frederick County, established about 1738. Loudoun was created from Fairfax; Fairfax from Prince William; PW from Stafford. Loudoun is not, nor ever was part of the Shenandoah Valley, although we had settlers from the Valley who decided they were too close to the Indians so came back over the mountain and across the river into Loudoun county.
