Her parents were Henry and Harriet Tyler. Think you must be referring to Virginia H. Dean w/o William H. Dean of Richmond. The 1900 Census states she was born in the District of Columbia ca 1850. Can find the household in 1870 and 1880 censuses as well. Hope this helps. Sandra Harris
