Her parents were Henry and Harriet Tyler. Think you must be referring to Virginia H. Dean w/o William H. Dean of Richmond. The 1900 Census states she was born in the District of Columbia ca 1850. Of 532 individuals with the Cosby surname in my database there is only one with the familiar name Jemima and she was born much to late to be the Jemima who married Lancelot Phillips.
